--Mr Muirhead suggested a fine of $200. He said the recommended starting point penalty is $150 but that the stipendiary stewards believed it should be $200 and fines of that amount had been imposed at Addington. Ms Chilcott said she had heard fines of $150 had been imposed and requested that penalty.
--Ms Chilcott has no previous breaches of this rule recorded against her. The recommended starting point is a fine of $150. The schedule of penalties reveals two breaches of this rule. On one occasion there was a fine of $100 and the other a fine of $150 when the charge related to incorrect numbers of two horses.
