Decision: --

At the conclusion of race 2 PGG Wrightson Mobile Pace, A protest was lodged by Mr C.J Allison alleging that with approx 1800m to run, S.G Dickson (Hear Me Out) moved outwards forcing Seafarer outer extra ground.

--

Decision and Reason:

--

At the conclusion of race 2 PGG Wrightson Mobile Pace, A protest was lodged by Mr C.J Allison alleging that with approx 1800m to run, S.G Dickson (Hear Me Out) moved outwards forcing Seafarer outer extra ground. The protest alleged that the second placed horse (Hear Me out) by moving outwards caused firstly What About Me (B. Barclay) to be restrained from moving forward and in doing so, Seafarer (Mr B. Shirley) was forced to race wider on the track. Mr Allison used several video clips to highlight where the alleged breach of the rule may have occurred. He also questioned Mr Barclay who stated that he had to restrain his horse due to the outward movement of Hear Me Out (Mr Dickson) preventing his horse from moving forward. Mr Barclay also stated that this movement caused Seafarer (B.Shirley) over more ground.

--

Mr Shirley stated that in his opinion his horse was forced to cover extra ground and he felt that he would have finished 2nd. (Seafarer ran the best part of one circuit in the 3 wide position ? finishing 3rd).

--

Mr Dickson felt that he was entitled to move off the fence and that he did not cause interference to either of the outside two horses.

--

DECISION: After Viewing the video evidence and considered all verbal submissions. The committee upheld the protest and relegated the 2nd placed horse to third promoting Seafarer from third to second. In our opinion Hear Me Out (Mr Dickson) Moved off the fence when not sufficiently clear, halting Mr Barclay's forward progress. What About Me clearly had its head level with the sulky of (Hear Me Out's) sulky wheel at the time of the incident. It was also our opinion that Seafarer was forced over extra ground.
