Following Race 3 an information was filed pursuant to Rule 530(2)(b). The informant Stipendiary Steward Mr J. Oatham alleged that Ms S. Spratt used her whip excessively on her mount PENNACHIO.

Following Race 3 an information was filed pursuant to Rule 530(2)(b). The informant Stipendiary Steward Mr J. Oatham alleged that Ms S. Spratt used her whip excessively on her mount PENNACHIO.
--Ms Spratt admitted the breach and was present during the hearing.
--Mr Oatham, Senior Stipendiary Steward demonstrated the video films from the 400 metre mark up to the 200 metre mark and said that Ms Spratt had used her whip 16 times. He stated they were not vigorous hits, but were well outside the guidelines.
--Ms Spratt had nothing to offer.
--Penalty and Submissions
--Mt Oatham said Ms Spratt had 1 previous breach of this rule on the 10th of June 09. He said the offending on this occasion was at the lower end of the scale and submitted a fine of $350.00 was appropriate.
--Ms Spratt agreed with Mr Oatham’s submissions.
--Penalty
--The Committee took into account the evidence and submissions as presented. Before imposing a penalty they pointed out to Ms Spratt this is her 2nd charge this month, and she must observe the rules when riding competitively.
--Accordingly we impose a fine of $350.00 on this occasion.
