Following Race 9 an Information was filed pursuant to rule 530 (2) (b). The Informant, Mr Coles, alleged that Miss Vance, rider of HANDSUPANIMAGE, used her whip in an excessive manner.

Following Race 9 an Information was filed pursuant to rule 530 (2) (b). The Informant, Mr Coles, alleged that Miss Vance, rider of HANDSUPANIMAGE, used her whip in an excessive manner.
--Miss Vance pleaded guilty to the charge.
--Mr G McRae, Miss Vance’s employer, was phoned about the charge and both he and Miss Vance were happy that Miss Vance was to appear on her own.
--Mr Coles demonstrated the video film which clearly showed Miss Vance strike her horse 12 times before the 200 metres. He said it was not at the high end of offending but Miss Vance did not give the required 6 stride respite.
--Miss Vance said her mount was holding its ground as she kept using the whip but she admitted she was at fault.
--PENALTY SUBMISSIONS
--Mr Coles said this was Miss Vance’s first charge under the whip rule but she had been warned earlier in the day. He submitted a fine of $200 - $250 would be appropriate.

--The Committee considered all submissions and evidence. Before imposing an appropriate penalty they took into account this was Miss Vance’s first charge under this rule and that she pleaded guilty.
--Accordingly we impose a fine of $200.
