DECISION & REASON
--Under Rule 303 (2) Stipendiary Steward Mrs K Williams alleged that "J Hackett, Junior Horseman, used abusive language to Junior Driver D Pascoe during the event". In evidence Mrs Williams said Mr Hackett had used the language to Miss Pascoe and Miss Pascoe had complained to the stipendiary stewards
--As Mr Hackett admits the charge under Rule 1111 (1) (D) I find the charge proven.
--PENALTY
--Submissions as to penalty were heard. Mrs Williams said the most recent case involving Mr Davis at Rangiora had resulted in a fine of $500. She said that as Mr Hackett was a junior driver and had readily admitted the offence she would ask for a $200 to $300 fine or a 2 to 3 week suspension.
--Mr R May, senior horseman assisting Mr Hackett, said that Mr Hackett said it was a spur of the moment thing. Mr Hackett said he would prefer a fine.
--Taking into account Mr Hackett's early admission and the fact that this is his only source of income, I give him credit for his frankness and fine him $150.
