Under Rule 508 (2) and (5) Mr Ching, stipendiary steward, alleged that Mr G Gibson, the trainer of NIPSCAY and HILL TO HILL in race 10 and POLYGRAPH in race 12 failed to declare riders by the required time.
Under Rule 508 (2) and (5) Mr Ching, stipendiary steward, alleged that Mr G Gibson, the trainer of NIPSCAY and HILL TO HILL in race 10 and POLYGRAPH in race 12 failed to declare riders by the required time.
--Mr Gibson indicated on the information that he admitted the charge and did not wish to be present. We thus find the charge proved.
--Mr Ching stated that Mr Gibson did not declare the riders of the 3 horses until 9.58 am on the day after declarations closed. He produced Mr Gibson's record which showed a previous breach of this rule this season. Mr Ching recommended a fine of $50 per horse.
--We are aware that this is the usual penalty for a breach of this rule and will so order on this occasion, but Mr Gibson needs to be aware of his responsibilities under the Rules of Racing and should not assume that should he commit a further breach of this rule that "the standard penalty" will continue to apply. There will come a time when deterrence requires the imposition of a more severe penalty.
