Mr Oatham said Ms Guy delayed declaring a rider in the hope of engaging Mr M Walker. However, this was unsuccessful which meant she did not declare a rider in time. PENALTY SUBMISSIONS: Mr Oatham said this was a clear breach of the rule as it was done with intent, added to which the race in question was the Group III Waikato Guineas.
