Following Race 7 an information was filed pursuant to Rule 871(3) when it was alleged that Mr R Norvall being the rider of GENUINE OFFER made a celebrity gesture prior to passing the winning post.

--Mr Norvall admitted the charge.

Mr Oatham demonstrated the video films which showed that approximately 2 - 3 strides before the winning post Mr Norvall, who was riding the winner GENUINE OFFER, made a celebrity gesture by raising his right hand in a backward and forward motion.
--Mr Oatham said all riders had been circulated that there would be zero tolerance under this rule so all should be aware of their obligations.
--Mr Norvall said that he thought that he was past the post.
--PENALTY
--The committee considered all submissions and took into account the following before imposing a penalty
--1/ Mr Norvall’s guilty plea.
--2/ This was his 2nd offence under this rule, being also charged in Julyl of this year.
--3/ The offence itself being at the lower end of culpability.
--Accordingly we impose a fine of $300.
