Following Race 1 an Information was filed pursuant to rule 530 (2) (b). The Informant, Mr Coles, alleged that Mr C Parish, rider of NORWESTER, used his whip in an excessive manner prior to the 200 metres.

Following Race 1 an Information was filed pursuant to rule 530 (2) (b). The Informant, Mr Coles, alleged that Mr C Parish, rider of NORWESTER, used his whip in an excessive manner prior to the 200 metres.
--Mr Parish admitted the breach.
--Mr Coles demonstrated the film which clearly showed Mr Parish striking his mount 13 times prior to the 200 metres. Mr Coles said this was well outside the guidelines allowed.
--Mr Parish said he had been trying to egg his horse on and had stopped using his whip briefly at the 200 metres but admitted that was too late.
--PENALTY SUBMISSIONS
--Mr Coles said this was Mr Parish’s third charge under this rule since 1 August 09. He said Mr Parish was warned last time that he would be suspended if he offended again in the near future. He submitted a 4 day suspension would be appropriate.
--PENALTY
--The Committee considered all submissions and evidence and before imposing an appropriate penalty told Mr Parish of their concern at his record under this rule. He was told he must address this habit he has obviously developed of over use of the whip.
--Mr Parish said he only had commitments until 2 October 2009.
--Accordingly we impose a suspension on Mr Parish from riding in races from after racing on 2 October 09 and conclude after racing on 9 October 09 (4 days).
