Mobile Pace, an Information was filed by Stipendiary Steward Mr SP Renault against Advanced Amateur Horseman Mr RA Reekie alleging a breach of Rule 869(2)(a) in that he used his whip excessively.
The charge reads as follows:
“I the above named informant allege that the above named Respondent committed a breach of Rule 869(2)(a) (in that) Mr Reekie used his whip excessively on CLASSIEAYR in the home straight”.
Rule 869(2)(a) reads as follows.
“(2) No horseman shall during any race:-
(a) use his whip in an unnecessary, excessive or improper manner.”
Mr Reekie had indicated on the Information that this breach of the Rules was admitted, and he had advised the Stipendiary Stewards that he did not wish to attend the hearing.
Submissions for Decision:
Mr Renault gave evidence and used video coverage to show that Mr Reekie had used his whip on approximately 25 occasions in the run home. The strikes were not forceful or full, but were “too much”.
Submissions for Penalty:
In relation to penalty Mr Renault advised that Mr Reekie has not previously breached this Rule, and as it was admitted, submitted that a fine of $200-00 should be imposed.
Reasons for Penalty:
We took into account Mr Reekie’s admission of this breach, and also his previous good record. We were satisfied that a fine of $200-00 should be imposed in this case.
