The committee ruled that Jaama did get a fair start and declared it a runner.
Facts:
After the running of race 10 the stewards requested a ruling brought under rule 632 as whether Jaama (B Lammas) received a fair start.
Initially trainer S Thompson Brown was not present at the hearing but did arrive shortly afterwards.
Mr Neal using the available films of the incident submitted that Jaama reared just as the gates opened, and lost many lengths as the race began. He believed the gates opened fairly and no attendant had hold of the horse as the gates opened.
Starter Mr G Phillips under questioning from Stipendiary Steward Neal submitted that as starter he was happy with the release and the horse Jaama was not held. Mr B Lammas, the rider of Jaama, concurred with both Mr Phillips and Mr Neal that there was no mechanical reason for Jaama’s actions and the attendants were away from the horse as the gates opened.
Mrs Thompson Brown on arriving at the hearing was shown the film of the incident and agreed with the statements of the jockey and the starter.

All parties agreed the Jaama was not held and that the starting gates did not malfunction. The head on film at the start showed clearly that as the gates opened Jaama reared suddenly and while the horse did begin it had lost many lengths in the incident.
