As Mr Cameron admitted the breach it was deemed to be proved.

Penalty:

Mr Cameron’s Jockey’s License was suspended from the end of racing on 8 May up to and including all racing on 16 May 2019.

Facts:

Following the running of Race 2 (Haunui Farm 2100) Information No. A11271 was filed with the Judicial Committee. It was alleged by the Informant that Mr Cameron used his whip excessively on HEREMON when out of contention.

Mr Cameron acknowledged that he admitted the breach, understood the Rule and Guidelines relating to the use of the whip.

Mr Jones showed the film replays and identified the horse and rider. He said that HEREMON had been in or near the lead early in the run home, and shortly afterwards the horse gave ground. He said that Mr Cameron did show vigour early in the straight then relaxed his ride. He said that when HEREMON was well out of contention Mr Cameron hit it a further eight times.

Mr Cameron agreed that his whip use was excessive. He said that the Trainer had told him that HEREMON needs to be ridden out and that he was mindful of that comment when trying to keep the horse up to the mark.

Submissions for Penalty:

Mr Coles produced Mr Cameron’s record which showed two previous whip breaches within the last 12 months:

19 January 2019 - $1000 fine (Group Race)
2 March 2018 - $500 fine

Mr Coles said that as it was the third breach in 12 months he would recommend that a suspension be imposed.

Mr Cameron said that the $1000 fine was imposed after finishing a close 2nd in a Group Race. He said that today’s breach was straight forward and asked that any suspension imposed commence after racing on 8 May 2019.

Reasons for Penalty:

The JCA Penalty Guideline for a third breach in 12 months is for a 6-8 riding days suspension. Taking into account Mr Cameron’s record and the facts surrounding the breach, it was considered that the appropriate penalty was a suspension of 6 riding days.
