After taking all the above into account we suspend Mr Parish's license to ride in races which is to start after racing on 25 August and conclude after racing on 1 September 2012 (4 days).

Facts:
Foillowing race 2, an information was filed pursuant to Rule 638(1) (d). Mr Williamson alleged that Mr Parish permitted his mount D'CASH MAN to shift outwards near the 50 metres when not sufficiently clear of MUMS APPARITION which was checked hampering DIAMONDS IN TIME.
Submissions for Decision:
Mr Oatham demonstrated the video films which showed D'CASH MAN ridden by Mr Parish, leading the field and hard against the running rail in the run up to the post. At this stage, Mr Parish had the whip in his left hand but with 50 metres to run he changed it to his right hand. Mr Oatham said that D'CASH MAN then started to run out approximately 6 horse widths ending up taking the line of MUMS APPARITION (M du Plessis). He submitted that Mr Parish was a bare length clear when moving out into the line of MUMS APPARITION which had to be checked.
Mr Parish said his mount was green and wayward which was apparent in his last race. He believed when his mount sighted the horses on his outside he wanted to move towards them. However he conceded he did not realise until the final 100 metres how much he had moved out.
Submissions for Penalty:
Mr Williamson produced Mr Parish's record which showed one suspension in the last 12 months. He submitted todays' breach to be at the lower end of carelessness although Mr Parish had moved out a long way without taking corrective action.
Mr Parish said he had commitments up until 25 August.
Reasons for Penalty:
The committee carefully considered all submissions and evidence. In mitigation, Mr Parish has admitted the breach and has a very good record. However, the aggravating factor was that he moved out 6 horse widths without taking evasive action. The committee finds the breach to be at the lower end of carelessness as it was only in the final stages of this outward movement that he was not clear.
