Mr Goodwin lodged an Information with the Judicial Committee alleging a breach of Rule 638 (3) (b) in that K Chiong used her whip excessively prior to the 200 metres. He showed the head on video of the race from the home turn until the finish. Ms Chiong could be seen to hit her mount with the whip a total of twelve times without the required respite up to the 200m mark.
Submissions for Penalty:
Mr Goodwin read out Ms Chiong’s riding record over the previous 12 months under this rule. Breaches occurred on :-
27/7/13 - Fined $150
21/9/13 - Fined $250
22/4/14 - Fined $350
He said all the previous breaches had occurred in similar circumstances with excessive whip use just prior to the 200 metre mark. Mr Goodwin said while Ms Chiong was an up and coming rider her record displayed a failure to comply with the rules and her whip use today could have gained her an advantage. The Stewards’ submission was for a fine of not less than $450.
Mr Sharrock concurred with Mr Goodwin’s submissions and said Ms Chiong had to learn to ride within the guidelines.
Ms Chiong said she was aware of the guidelines and her only excuse was that she was “trying to win”.

In coming to a decision on penalty the committee had regard to Ms Chiong’s admission of the breach, the manner in which she used the whip, the number of strikes over the guidelines and her riding record. We also considered her inexperience (approximately 120 race day rides). It was our opinion that today’s breach was towards the lower end however her riding record was a concern and the fact that she only recently breached this rule was a significant aggravating factor.
