As the charge was admitted it was deemed to be proved.

Mr Hannam’s Jockeys License was suspended from 7 August 2016 up to and including racing on 12 August 2016 (4 days).

The committee was mindful that there was one premier meeting scheduled within the period of suspension.

Facts:

Following the running of R1, (Dairymaster/Eltham Veterinary Services Maiden 1200), Information No. A7675 was filed with the Judicial Committee. It was alleged that Jockey R Hannam permitted his mount ART DECO to shift ground inwards when not clear of GLORIOS near the 1000m, causing Jockey R Myers having to check her mount.

Rule 638(1)(d) provides:
A rider shall not ride a horse in a manner which the Judicial Committee considers to be .........careless.

Mr Hannam acknowledged that he understood the Rule and confirmed to the committee that he admitted the breach.

Mr Goodwin, using the films, identified both horses and said that GLORIOS started from barrier 4. He said that near the 1000m Mr Hannam went into the line of GLORIOS and eventually ended up in a position directly in front of Rosie Myers (GLORIOS). He added that the side-on film showed that Rosie checked her mount for 2 to 3 strides and lost ground. He said that Miss Myers had to take a sharp hold of her mount and lost approximately 1 ½ lengths.

Mr Hannam did not disagree with Mr Goodwin’s interpretation of the incident.

Submissions for Penalty:

Mr Whiterod said that Mr Hannam continued to shift inwards when not clear of the inside horse (GLORIOS) who was adjacent to the running rail. He added that Miss Myers had to restrain her mount and get back from the position she was entitled to. He said that Mr Hannam’s record, and that he had admitted the breach, should be a consideration when assessing penalty.

Mr Hannam stated that as soon as you go to push forward, to clear other horses, they cannot get their feet out of the ground quickly enough. He said that his record and admittance of the breach should be considered.

Reasons for Penalty:

The committee took into account that Mr Hannam had admitted the breach, his record and the JCA starting point. They found that Mr Hannam allowed his mount to shift into the rightful line of running of GLORIOS near the 1000m. This shift resulted in rider Miss Myers having to check her mount relatively sharply. The film showed quite clearly that GLORIOS was restrained for a number of strides. It was deemed that the carelessness displayed by Mr Hannam was in the mid-range area. The committee determined that a term of suspension was the appropriate penalty.
