Facts:
Following race 2 an information was lodged by Stipendiary Steward Mr J Muirhead on behalf of the connections of Horse 7 All About Speed, placed fourth by the judge against Horse 2 Easy For Cullen placed first on the grounds that the horse caused interference to All About Speed with about 800 metres to run.
Mr Muirhead referred to video footage of the relevant stage of the race and identified Easy For Cullen on the running line with All About Speed on its outside and Harry The Maori behind that horse. All About Speed broke momentarily and caused Harry The Maori immediately behind to break and lose all chance.
All About Speed was represented by amateur driver Mr T Thorby and Trainer Mr D Branch. Mr Thorby told the committee that coming around the turn Easy For Cullen momentarily veered outwards and contacted his horse which galloped briefly and checked Harry The Maori behind.
Amateur driver Ms Northcott told the committee the she was travelling on the running line when All About Speed in challenging for the lead had its sulky wheel come into contact with Easy For Cullens back leg. She had maintained a straight line throughout and Mr Thorby had caused his own demise. Both Mr Blanchard and Mr Ferguson confirmed the assertion that the outside horse had moved down on Easy For Cullen and had caused the interference.
The Judges' placings were:

2nd 3 Only Whisper
3rd 4 Painted Black
4th 7 All About Speed
5th 5 Anvil Justice

Reasons for Decision:
The video footage of the relevant stage of the race confirmed there had been no obvious outwards movement from Easy For Cullen as All About Speed improved on its outside and appeared to move inwards at the point of contact between the two.
This resulted in All About Speed breaking briefly which caused the horse immediately behind to break and lose all chance.
The committee found All About Speed had caused the inteference.
