Mr Riddell’s Jockey’s Licence was suspended from the close of racing on 9 March until the end of racing on 27 March 2019.
Facts:
Following the running of Race 10 (Vertical Logistics 2100) Information No. A12147 was lodged with the Judicial Committee. It was alleged by the Informant that Mr Riddell the Rider of MONARCH CHIMES permitted his mount to shift in near the 1800m when not clear of MASTER PAINTON which was checked.
Rule 638(1)(d) provides:
A rider shall not ride a horse in a manner which the Judicial Committee considers to be:
careless
Mr Riddell confirmed that he admitted the breach and said that he understood the Rule.
Mr Coles showed the film replays and said that in the approach to the first bend Mr Riddell started to shift in towards the running rail when not clear of MASTER PAINTON with that horse being checked, with the Rider Mr Bosson “in all sorts of bother”. He said that Mr Bosson had to check his mount sharply.
Mr Riddell said that he did drop in for a stride but pulled off when Opie (Bosson) called out. He added that he did cause interference.
Submissions for Penalty:
Mr Oatham said that Mr Riddell has a very poor record with this charge being his tenth for careless riding in 12 months. He placed the carelessness in the mid-range area and invited the Committee to consider an uplift in penalty due to the record. He added that he did have some sympathy for Mr Riddell as he was trying to rectify his riding problems.
Mr Riddell for his part said that he was “silly”, that he had been trying to fix his problems so much so that he had been having sessions once a week with a Sports Psychiatrist. He added that he was not proud of his record. He requested a 7 day deferment to his proposed suspension.
Reasons for Penalty:
The Committee placed the carelessness in the mid-range. It was crystal clear to the Committee that Mr Riddell shifted in when not clear and as a consequence Mr Bosson was in trouble for a number of strides when attempting to avoid Mr Riddell’s mount’s heels. As a result TANTALISING was hampered and lost ground. We adopted an 8-day starting point with a discount of one day being given for the admitted breach. The significant aggravating factor was Mr Riddell’s appalling record under the Careless Riding Rule for which an uplift of 6 days was given. The Committee fixed a 13 riding day suspension.
The Committee grants Mr Riddell a 7 day deferment to fulfil his engagements on 9 March.
