As Mr Hannam admitted the breach the charge was found to be proved.
Penalty:
Mr Hannam was fined the sum of $150.
Charge:
Following Race 9 Mr R Hannam was charged with a breach of Rule 638(3)(b). The information alleged that R Hannam the rider of MAN O' MANN used his whip excessively prior to the 200m.
Facts:
Mr Neal played the video of the final stages of the race and outlined Mr Hannam's whip use over that period. He counted 10 successive strikes of the whip to the horse MAN O' MANN prior to the 200m mark (this mark is clearly identified at Awapuni by a coloured portion of the running rail).
Mr Hannam agreed with Mr Neal's summary of the facts.
Submissions for Penalty:
Mr Goodwin said that Mr Hannam had not been charged with a breach of this rule in the past 10 years. He said , in the opinion of the Stewards, the offending was at the lower end of the scale and that despite Mr Hannam going on to win the race his whip use had not affected the finish. Mr Goodwin's submission was for a fine in the vicinity of $150 to $200 which he explained was consistent with other recent penalties imposed.
Mr Hannam had nothing further to add.
Reasons for Penalty:
The committee had regard to all of the submissions.The whip guidelines (which pertain to the race prior to the 200 metres) allow for 6 strikes of the whip then a respite for 6 strides. In setting penalty we took into account the number of times that Mr Hannam struck his horse outside of the accepted guidelines, his admission of the breach, other recent penalties imposed and particularly Mr Hannam's excellent record. It was therefore the opinion of the committee that this breach sat at the lower end of the scale and any monetary penalty should reflect that.
