Facts:
When "Miss Citron" was presented to the Plate Inspector prior to the running of Race 5, the "Zonda/So Casual Rating 65", she was found to be fitted with "work shoes" and not pre-approved racing plates. The Stipendiary Stewards were notified at 2:26 pm and as a consequence, "Miss Citron" was scratched, as there was insufficient time before the race (scheduled to start at 2:37 pm) for the horse to be reshod with appropriate plates.
Ms P Robson said that the trainers of "Miss Citron", Grant & Tana Shaw, of Waiuku, had requested her to look after the horse on their behalf. The horse arrived at Ms Robson's stables about two days before the meeting. Ms Robson said that she had not been advised of the situation by the Shaws. Ms Robson could offer no explanation for the horse wearing the incorrect plates.

Mr Oatham said that as a consequence of the late scratching, that the betting public was affected. He referred us to a decision at Whangarei on 18th March 2015, when Mr S Ritchie, Licensed Trainer, was fined $200 for presenting a horse wearing "work shoes". He said that the fact situation was very similar.
Ms Robson had no submissions to make concerning penalty.
Reasons for Penalty:
This was a fundamental error in terms of pre-race horse preparation. However in the interests of consistency of penalty, and in particular, the proximity in time of the Whangarei decision, it is appropriate that the same financial penalty be imposed.
