Woodville-Pahiatua RC 28 April 2014 – R 2
ID: JCA15764
Code:
Thoroughbred
Meet Title:
Woodville - Pahiatua RC - 28 April 2014
Meet Chair:
TCastles
Race Date:
2014/04/28
Race Number:
R2
Decision:
As the charge was admitted it was deemed proved.
Penalty:
Mr. Teeluck you are suspended from race riding from after racing today the 28th Day of April until the completion of racing on Thursday the 15th of May. 4 Central Districts days. (Friday 2nd May – Wanganui, 8th May – Taranaki, 10th May and Thursday the 15th May).
Facts:
Mr. N. Teeluck (App to Mrs. K. Zimmerman) admitted a breach of rule 638 (1) (d) in that he shifted ground on a number of occasions in the back straight hampering “Cool Hand Duke” and “I’ll be your platinum”. Rule 638 reads: a rider shall not ride a horse in a manner which the Judicial Committee considers to be careless.
Mr. J. Oatham, Stipendiary Steward, showed the available film and pointed out the movement from Mr. Teeluck's mount. He came away from the fence, drifted out two wide and then rolled back onto the rail causing Jockey J. Riddell to take hold. Contact was made and both horses and riders were momentarily unbalanced. Miss. K. Myers' mount also received some buffeting. Miss. Zimmerman informed the committee that these were the worst conditions Mr. Teeluck had ridden in. He has had 22 rides and 2 wins. This would be a learning curve for him as a jockey.
She, along with Mr. Goodwin, confirmed he only rode in the Central Districts.
Mr. Teeluck had little to add. He had never ridden in these conditions before. His mount was travelling well and in hindsight he should have stayed down on the rails.
Submissions for Penalty:
Mr. Goodwin asked for a period of suspension for the breach. While he believed there was no major check to any horse, two riders and their mounts were hampered. He believed it ws important that Mr. Teeluck learned from this experience.
Mr. Teeluck had nothing to add.
Reasons for Penalty:
In coming to a decision to impose a period of suspension for the breach, acknowledgment of his admittance was noted. Starting from a 5 day base for the breach, consideration was given to the fact that even though no substantial check to any horse or rider occurred, two horses were inconvenienced. It was noted that these conditions were the first Mr. Teeluck had ridden in but it was pointed out to him that he had ridden two winners and adjustments had to be made when riding in wet conditions.
In setting a period of suspension for the breach the committee acknowledged that Mr. Teeluck only rode in the Central Districts and his penalty reflected that. He and his employer asked for any period of suspension imposed to begin after racing on this race day.
