As the breach was admitted we find the charge proved.
Penalty:
After taking all the above into account and under the provision of rule 1106(2) we impose a supsension on Mr Cameron from riding in races which is to start after racing on 10 March and conclude after racing on 17 March 2012 (6 days). In addition we impose a fine of $1000.

Facts:
Following race 9 an information was filed pursuant to 638(1)(d). The informant Mr C George alleged that near the 300 metres Mr M Cameron allowed his mount ROCK'N'POP to shift out when not clear of GUESS WHAT (Mr N Harris) who was hampered becoming unbalanced.
Submissions for Decision:
Mr Oatham demonstrated the video films and pointed out ROCK'N'POP racing in a midfield position approaching the 300 metres. At this stage as there was no run available for ROCK'N'POP Mr Cameron elected to shift off the heels of SILENT ACHIEVER who was directly in front of him. Mr Oatham said this was a sharp outward movement which took him into the line of GUESS WHAT when insufficiently clear. Although GUESS WHAT was tiring he was badly hampered through ROCK'N'POP taking his line.
Mr Cameron in admitting the breach said GUESS WHAT was tiring at the time but it was obvious on the films he had come out too abruptly.

Mr George produced Mr Cameron's record which showed 3 careless riding charges in the last 12 months. He submitted this charge today was in the mid to high range of carelessness and bordered on improper riding. He said the interference to GUESS WHAT was severe. He said as this was a Group 1 race an appropriate penalty should be a suspension of 6-8 days and a fine of $1000 - $2000.
Mr Cameron told the committee he had rides up to and including 10 March and he rode regularly throughout the country.
Reasons for Penalty:
The committee carefully considered all the evidence and submissions as presented. In mitigation Mr Cameron has admitted the breach and his record for the number of rides he has is a very good one. However these must be balanced against the aggravating factors that this interference occurred in a group 1 race when Mr Cameron moved out abruptly and insufficiently clear causing quite a severe check to GUESS WHAT. The committee finds this breach to be in the mid to high range.
