Accordingly we declared PLATINUM KINGDOM to be a non-starter.

Following the running of Race 8, the Group 2 New Zealand Bloodstock Guineas the Stewards requested a ruling under Rule 632; that PLATINUM KINGDOM was denied a fair start.
Rule 632 reads: If, in the opinion of the Judicial Committee, a horse which does not finish in the first three placings was prevented from taking an effective part in a Race owing to mechanical failure of starting stalls, or is denied a fair start and such occurrence materially prejudiced the chances of that horse (but not where the horse is slow away by its own accord), the Judicial Committee may declare such horse to be a non-starter.
Submissions for Decision:
Mr Neal showed the head-on view of the start where it was clearly obvious that the barrier gate of PLATINUM KINGDOM was still closed when all the other gates had opened.
The side on view showed that when PLATINUM KINGDOM did jump out of the gates it was at least 2 lengths behind the second to last horse. The horse also appeared to knuckle over as it pushed its way out.
Mr Neal said the recommendation from the stewards was that PLATINUM KINGDOM be declared a non-runner.
Reasons for Decision:
The Judicial Committee was satisfied there had been a mechanical failure of barrier number 7 and PLATINUM KINGDOM, in pushing its way out, was certainly denied a fair start.
