Ms Williams has engagements at Omakau. Her suspension thus commences at the end of that meeting on 3 January and continues until the end of racing on 7 January. This is 2 South Island days.
Facts:
Mr McLaughlin alleged that Ms Williams allowed her mount KIRKIE to shift in when not clear crowding GOLD ROCK (D Prastiyou) in onto DOUBLE BLUE (M Haruki), which was badly hampered and GALLANT DAN (C Barnes), which lost ground at the 1250 metres.
Mr Davidson, Stipendiary Steward, demonstrated on the videos that Ms Williams who was 3 from the outside shifted in shortly after the start as the field moved on to the course proper. In so doing, she crowded GOLD ROCK and tightened the two horses racing to the inside of that horse. He emphasised the movement was only for two strides and that Ms Williams had taken steps to relieve the pressure. Ms Barnes lost at least a length through the incident.
Mr McLaughlin stated Ms Williams was not clear of the horses to her inside and had dictated GOLD ROCK inwards onto DOUBLE BLUE, which was badly buffeted. However, Mr McLaughlin acknowledged that Mr Mosley, who was racing to the inside of the affected horses, may have shifted out slightly and, in so doing, had contributed to the tightening experienced by Ms Barnes.
Ms Williams acknowledged she had shifted in coming into the turn and also emphasised that Mr Mosley had come out a fraction and put pressure on the two horses to the inside of Mr Haruki. When questioned by the Committee, she said she had heard calling from her inside and had immediately then relieved the pressure.
Submissions for Penalty:
Mr McLaughlin stated that Ms Williams has an excellent record. She is the busiest South Island female jockey and her last suspension was at Marlborough in April when she was suspended twice on the one day. He submitted a two-day suspension was appropriate.
Ms Williams did not demur.
Reasons for Penalty:
I am satisfied the breach is low end. Ms Williams has immediately relieved the pressure when she heard calling but unfortunately this was a stride or two too late. Mr Mosley’s horse was racing awkwardly as it came across to the rail and has contributed to the tightening of Ms Barnes.
From a five day starting point as provided in the Penalty Guide I give a 3 day reduction for the low end nature of the breach, the fact she is a very busy South Island jockey with an excellent record, and her ready admission of the breach.
