Trainer B Purdon (represented by Horseman Mr. Z Butcher) presented Precious Rose to race without the notified Blinds.
Facts:
Mr. B Van Kan presented a record of three previous charges under rule 865(2) dating from 2/11/12 up to 12/1/13 with penalties ranging from $125 to $175. Mr. Butcher had spoken to Mr. Purdon and he has admitted the breach.
Mr. Muirhead informed the committee that Mr. Purdon has a large team and this breach was just shy of the set- back period which applies after three months.
Mr. Butcher, as had been stated, had spoken to Mr. Purdon and it was a plain case of a misunderstanding and he was not aware the horse was to start with the blinds as it started last start without them.

The Stewards leave the penalty to the committee.
Mr. Butcher noted the attempt made by the stable to improve their ways since January and that it is now April and asked for a lesser fine.
Reasons for Penalty:
The committee has taken into account the honesty by Mr. Butcher and that it did not affect the manner of Precious Rose’s racing, there was no intent involved by the connections and the committee believes an adjustment closer to the set-back penalty is fair.
