Mr Hannam is suspended from the close of racing on Thursday November 15th up to and including racing on Friday November 23rd.This follows on from the suspension imposed on Friday November 2nd at New Plymouth.
Facts:
Following the running of Race 6 (Ratanui Development Company 2100), an Information was lodged by Mr N Goodwin stating that R Hannam allowed his mount CAPE DU JEU to shift inwards near the 2000m when not clear of ALL BLACK MAGIC which was checked.
Mr Goodwin had Mr Balcombe show the incident using the head and side-on video footage. Soon after the start Mr Hannam angled his mount inwards towards the rail from a wide barrier position. On his way across he took the line of Mr Parkes who was forced to take evasive action on ALL BLACK MAGIC. Mr Hannam continued to ride across to the rail.
Mr Hannam explained that he thought he was clear of Mr Parkes’ mount when he came across. He said ALL BLACK MAGIC was ¾ length behind him and he was still going forward on CAPE DU JEU therefore he expected to clear Mr Parkes without problem.
Submissions for Penalty:
Mr Goodwin told the Committee that Mr Hannam had a very good record overall, except for a charge of careless riding yesterday at New Plymouth. Following that charge, for a very similar incident soon after the start, Mr Hannam received a 5 day suspension. Mr Goodwin said the Stewards placed today’s breach below mid-range and submitted that a suspension was an appropriate penalty.
Mr Hannam said Mr Parkes was only slightly hampered by the incident and had told the Stewards that, although he had to take a hold of his mount, he was never in any danger and did not clip a heel.
Mr Goodwin confirmed that was what Mr Parkes had told the Stewards when questioned following the race.
In response to questions from the Committee Mr Hannam said he had ridden in India from July-September this year and had not been suspended during his time overseas. Prior to going to India it had been well over a year since any careless riding charge.
Mr Hannam urged the Committee to take into account the number of Group races he will be missing due to suspension over the coming weeks, and requested some leniency for today’s breach.
Reasons for Penalty:
In coming to a decision on penalty the Committee considered all submissions. Mr Hannam is an experienced senior rider who we would expect to show more care when crossing in front of the field after the start. The Stewards said the charge followed one from yesterday under very similar circumstances although Mr Hannam took some time to explain that the incident yesterday involved an inexperienced apprentice rider. It was Mr Hannam’s opinion that there were mitigating factors around that breach, indicating he was not entirely at fault.
Mr Hannam had an excellent record under the careless riding rule up until yesterday and, despite facing charges on two consecutive days, the Committee nevertheless considers Mr Hannam’s record to be a good one. He is a busy rider throughout the county and had approximately 45 rides in India during recent riding there.
The Committee adopted a starting point of seven days. Mitigating factors were his ready admission of the breach and his good record. We also had regard to the fact that Mr Hannam’s combined period of suspension encompasses all three premier meetings at Riccarton. After balancing all factors we deemed that a six day suspension was an appropriate penalty.
