Facts:
Following the running of Race 1 Reg Drake/Alex Jenkins New Life Members Mobile Pace an Information A10666 was filed by Stipendiary Steward Mr V Munro against open driver N Williamson (Marie Long) alleging that Mr Williamson drove in a manner which was likely to cause interference when shifting in when not clear of Noosa Beach (E Barron) which had to be steadied.
Mr Williamson admitted the breach and signed the Information form indicating he did not wish to be present at the hearing.
Rule 869 Provides as follows,
(4) No driver shall during any race do anything which interferes or is likely to interfere with his horse and/or any other horse or its progress.
Mr Munro showed the video replays of the incident highlighting Marie Long driven by Mr Williamson shifting inwards at the 1600 metre mark into a gap that was not available to him.
Mr Munro also highlighted Miss Barron (Noosa Beach) having to take a hold of her horse and steady it, to allow Mr Williamson into the gap.

Mr Munro stated that Mr Williamson had recorded 7343 lifetime drives, 399 last season and 270 this season.
Mr Williamson had an excellent record with no breaches under this Rule and was a very busy driver.
The JCA Penalty Guide starting point for a breach of the Rule is a six drive suspension or a $300 fine. A fine was appropriate in this case he submitted.
