Following race 7 the informant Mr A Coles lodged an information pursuant to rule 638(2).
Submissions for Decision:
Mr Coles demonstrated the video films which showed Mr M Gillies, rider of the winner IMA HEROINE, standing up in his irons and making a celebratory gesture 2 strides before the post.
Mr Gillies, in admitting the breach, said he got carried away with the excitement of winning two Great Northerns in one day.

Mr Coles said Mr Gillies had a clear record under this rule and submitted a fine in the vicinity of $200 would be appropriate.
Mr Gillies had nothing to add.
Reasons for Penalty:
The committee considered all evidence and submissions before imposing an appropriate penalty. Mitigating factors are Mr Gillies' admission of the breach and this was his first charge under this rule. However as explained to Mr Gillies the rule was there for one of safety which needed to be complied with. In this case the committee is satisfied the breach was at the low end.
