Charge:
Mr Allison alleged that the hopple carrier strap on POWER WITHIN was in poor condition with the carrier strap coming adrift during the running.
Facts:
Mr Allison demonstrated on the video that the carrier strap was loose when POWER WITHIN came around the bend into the home straight.
He produced the carrier strap which was worn through to the binding in places.
Mr Gray after initially not admitting the charge changed his plea when it was pointed out to him by this committee that the reason the strap came adrift was not an element of the charge.
Mr Gray acknowledged that the straps were getting worn and explained he had doubled it over as a precaution against it coming adrift. He thought he probably hadn't pulled it tight enough.
Submissions for Penalty:
Mr Allison asked for a fine in the vicinity of $200, which is the relevant penalty had the minor offence notice procedure been used.
He emphasised it was a Tuesday meeting with low stakes.
Mr Gray had nothing further to add.
