The Committee was satisfied a breach of the rule had occurred.
Penalty:
Miss Tempelman was suspended from the conclusion of racing on January 28th 2012 up to and including the conclusion of racing on February 4th 2012, effectively two South Island riding days Reefton at Christchurch on February 1st and The Premier Otago Meeting at Wingatui on February 4th.
Charge:
At the conclusion of race 2 The Hokonui Suzuki Maiden an information was lodged by Stipendiary Steward Mr A Ray under rule 636(1)(c) alleging that apprentice jockey Miss A Tempelman (The Dewdrop) failed to ride her mount out fully to the finish and was beaten by a nose margin for 4th place by Whiskey Reign (J Bullard).
The rule reads: Being the rider of a horse in a race , must ride his horse out to the end of the race if there is a reasonable chance of running into a position for which there is prize money to be awarded or a dividend to be declared.
Miss Templeman did not admit the breach.
Facts:
Stipendiary Steward Mr A Ray stated that Miss Tempelman (The Dewdrop) had simply not shown enough vigour over the concluding stages of the race. Her horse The Dewdrop had taken the lead at the top of the straight, and was racing wider on the track in the home straight.
With about eight to ten lengths from the winning post , Miss Tempelman was holding fourth position, but at this point did not ride her mount out in any form to the winning post.
Mr A Ray continues to state that Whiskey Reign ridden by J Bullard finished strongly (under a vigorous ride) on the inside of The Dewdrop gaining fourth place by a nose.
Submissions for Decision:
Stipendiary Steward Mr Davidson showed the Committee several video clips of the alleged incident, highlighting in his opinion Miss Tempelman's alleged lack of vigor and action.
Mr A Ray also stated that the fourth placed prize/money $400.00 was lost to the owners and that investors on the race had been denied the first four dividend by Miss Tempelman's lack of action.
Mr Ray Dennis stated that The Dewdrop was a very difficult horse to ride, and that it had been their intention to have a Senior rider to ride the horse, however they had been let down at acceptance time on this matter.
Mr Dennis also stated that the horse had raced wide throughout the race, and was ‘well spent’ halfway down the straight, and that the horse was also racing erratically down the straight.
Miss Tempelman stated that it had been a ‘big run’ from the horse , and that the horse was shifting around coming down the home straight and was beaten halfway down the straight, Miss Tempelman was also aware that horses were progressing on her inside and she was not wanting to interfere with their progress, concentrating on keeping the horse running straight.
Reasons for Decision:
Miss Tempelman had clearly shown no vigour in the latter part of the race, allowing her mount The Dewdrop to ease down just short of the winning post and as a result, effectively losing fourth place by a nose to the fast finishing horse Whiskey Reign.
The video evidence in our opinion was very conclusive.
Submissions for Penalty:
Mr A Ray stated that the monetary loss to the owners was effectively $200.00, the difference between fourth and fifth placing.
Mr A Ray also stated that the investors on the race were penalised.
Mr Ray told the Committee that this was Miss Tempelman's first breach under this rule in the past twelve months.
Miss Tempelman stated that she would prefer a monetary fine in this instance as she has some good opportunities and commitments in up and coming Race day fixtures.
Miss Tempelman said that if she was suspended she would wish her suspension to start after the seven day rule had been invoked.
Miss Tempelman said that she has a commitment at The Reefton meeting at Riccaton on February 1st 2012, and could be riding at the Premier day at Otago on February 4th 2012.

Miss Tempalman's horse "The Dewdrop" had raced wide throughout and shortly after the home straight was deemed to have run its race. The horse was also running about erractically and Miss Tempelman was attempting to keep the horse running a straight line. Clearly the video evidence showed that over the latter stages Miss Tempelman was not riding the horse out fully and it is for this reason the charge was upheld.
The Committee also took into account, in fixing penalty, Miss Tempelman's recent riding record and her up and coming commitments.
