Mr Walters is suspended from the conclusion of racing on 21 November 2012 up to and including 6 December 2012, a period of two riding days.
The Committee reminded Mr Walters of his professional obligations.

Facts:
Mr M Davidson alleged that Apprentice Jockey Mr K Walters rode Infallible in a modified vest in that he had the panels removed. Stipendiary Steward Mr J McLaughlin stated that he had approached Mr Walters regarding his vest when he was spot checking riders after the running of race 9. On inspection Mr McLaughlin noticed that Mr Walters’ race safe approved vest had some panels removed.
Mr Walters stated that he had removed the panels to ensure he could have the correct riding weight. He also stated that he had difficulty in recent times with his weight and that he had been working hard to control it.
Submissions for Penalty:
Stipendiary Steward Mr Davidson stated that he was extremely disappointed with Mr Walters' deliberate action. He also said that Mr Walters was a very successful Apprentice Jockey who had recently been awarded Top Apprentice Jockey in the Canterbury region.
Mr Davidson stated that this was Mr Walters' second breach of this rule in the past twelve months, having been fined the sum of $400.00 at the Otago meeting on 22/3/2012 under the same rule.
Mr Davidson acknowledged that Mr Walters had been battling weight problems in recent times. He believed a suspension would be an appropriate penalty ranging from two weeks or two to three riding days.
Mr Walters said a two week suspension was fair.
Mr K Thompson, local Trainer supporting Mr Walters said that Mr Walters had made a stupid error of judgement. Mr Thompson said that Mr Walters needed to be race riding to help his weight issue, so any suspension would not help the issue. It was a “double edged” sword he said.

· Mr Walters' personal circumstances involving his weight issues.
· The fact that Mr Walters' action was deliberate and compromised his own personal safety.
