Mr Riddell’s Jockeys Licence was suspended from the close of racing on 3 March up to the end of racing on 15 March 2018.
Facts:
Following the running of Race 9 (Mills Reef Winery 2000), Information No. A10366 was filed with the Judicial Committee. The Informant alleged that Mr Riddell, the Rider of JAKE THE MUSS, allowed his mount to shift out when not sufficiently clear of PEARLESCENCE which was checked with SAVAPAK also being hampered as a result. The incident occurred with 200m to travel.
Rule 638(1)(d) provides:
A rider shall not ride a horse in a manner which the Judicial Committee considers to be:
(d) careless.
Mr Riddell acknowledged that he understood the Rule, the Charge and confirmed that he admitted the breach.
Mr Jones showed all film replays and said that Mr Riddell did not have a gap ahead and angled out abruptly for a run when not clear. As a consequence PEARLESCENCE was checked with SAVAPAK being forced wide. Mr Jones said that Mr Riddell was only a bare length clear when he shifted.
Mr Riddell for his part said that he had been looking for a run and thought that he was travelling well enough to clear the outside runners. He said that it was an error of judgment on his part.
Submissions for Penalty:
Mr Williamson said that Mr Riddell had a very good record with only one breach of the Rule in the last 12 months. He said that the carelessness was at least mid-range as Mr Riddell shifted in, in an abrupt manner.
Mr Riddell agreed that it was mid-range carelessness and asked that any suspension commence after 3 March 2018.
Reasons for Penalty:
It was evident to the Committee that Mr Riddell shifted out somewhat abruptly when not sufficiently clear and as a consequence PEARLESCENCE was checked with SAVAPAK being forced out off its rightful line of running.
The Committee placed the carelessness exhibited by Mr Riddell as being in the mid-range category.
The starting point for mid-range carelessness is a suspension of 8 Days. Taking into account Mr Riddell’s very good record and the admittance of the breach it was determined that a suspension of 7 Days was an appropriate penalty.
