Mr Hannam’s license is suspended from the close of racing on Sunday March 22nd up to and including racing on Sunday, March 29th, 2020.
Facts:
Following the running of Race 8, an Information was lodged by Mr N Goodwin alleging a breach of Rule 638 (1) (d) in that R Hannam permitted his mount FLICKERING SHADOW to shift inwards when not sufficiently clear crowding ODE TO JOY and ROYAL INN shortly after the start.
Mr Hannam confirmed his understanding of the charge and his admission of the breach.
The incident occurred soon after the start. Mr Oatham explained what happened using all available video angles. Mr Hannam was in the outside barrier with Ms Ansell immediately to his inside and Ms Allpress the next rider in. After jumping Mr Hannam made a slight but constant shift inwards when not sufficiently clear of Ms Ansell who was forced to check her mount. Mr Hannam continued to move in and crossed Ms Allpress’ mount when only a bare length clear. Both Ms Ansell and Mrs Allpress were affected.
Mr Hannam said he came across marginally but did not believe he affected Ms Ansell’s mount much at all. In his opinion, Ms Ansell took a hold when there was no need for her to do so.
Submissions for Penalty:
Mr Goodwin presented Mr Hannam’s riding record over the previous 12 months (323 race day rides) which showed one careless riding breach in November. He described this as a very very good record. The Stewards assessed Mr Hannam’s degree of carelessness as in the low category and submitted that a term of suspension was an appropriate penalty.
Mr Hannam agreed with Mr Goodwin’s submissions and advised that he had riding commitments through until next Sunday at Tauherenikau.

The Committee considered all submissions.
Mr Hannam jumped from the widest barrier and unfortunately cut things a bit fine when he came across in front of the two runners to his immediate inside. Ms Ansell lost the most ground with Mrs Allpress having to steady for a few strides. Mr Hannam did not angle in sharply but came across in a gradual manner. There was also a slight movement from the inside out. We were satisfied that Mr Hannam’s level of carelessness was low end. Accordingly, we adopted a starting point of 6 days in line with the Judicial Penalty Guide.
There were no aggravating factors. We afforded Mr Hannam a discount for his good record and admission of the breach.
Balancing all factors, it was the opinion of the Committee that a suspension of 5 days was an appropriate penalty.
