Mr Hurdle admitted the breach therefore it was found proved.
Penalty:
The committee suspend Mr Hurdle's riding license for 7 days. Taking into account his upcoming riding engagements and the fact that he rides throughout the North Island he is suspended from the close of racing on Thursday November 11th until the close of racing on Sunday 21st November.
Mr Hurdle is to be commended for the forthright and professional manner with which he conducted himself during this judicial hearing.

Facts:
Following the running of Race 11 an information was filed pursuant to Rule 638 (1)(d) alleging that passing the 250m R Hurdle permitted his mount Cantgetenough to shift in crowding Kabuki (D Bradley) Gossiping (B Lammas)and Volgus (M Cameron) which resulted in Kabuki, Gossiping and Volgus all being severely hampered.
Mr Hurdle admitted the breach therefore it was found proved. He was represented by Mrs N Hurdle.
Facts:
Mr Goodwin began by using the head on film to identify all the horses and riders involved with the incident. As they rounded the home bend Mr Hurdle was towards the centre of the track with three horses behind him to his inside. Volgus was closest to the rail, Gossiping next to him with Kabuki closest to Mr Hurdle. The film paused at this point showed that there was plenty of room for these three horses to improve into the gap bewtween Mr Hurdle's horse and the running rail.
Mr Bradley on Kabuki attempted to move into the gap at the same time that Mr Hurdle moved inwards off his line of running when not clear of Mr Bradley. As a result Kabuki was pushed onto Gossiping whose hindquarters were turned sideways and Volgus on the rail was severely hampered.
Mr Hurdle continued to ride his mount out while all three of the other horses were severely disadvantaged and lucky to stay on their feet. Following a question from the committee Mr Goodwin said that Mr Hurdle had moved in approximatley 1 and a half horse widths.
Mrs Hurdle said that while Mr Hurdle had moved inwards and deserved to be charged there were three senior riders behind him and horses do roll inwards. In her opinion, a rider with the experience of Mr Bradley should have thought about the option of going outside instead and, if he had, there wouldn't have been a problem. She said that Mr Hurdle did try and straighten his mount after he rolled inwards.

Mr Goodwin said that Mr Hurdle had been recently suspended for 4 days at Te Aroha for careless riding. Since beginning race-day riding he has had approximatly 30 rides.
He put today's breach in the medium-high range and said that the Stewards' submission was for an eight day suspension. The three horses involved were seriously hampered and may even have had their chances of finishing in a higher position affected. One of the trainers considered lodging a protest but his horse finished too far back.
Mr Hurdle told the committee that he thought Mr Goodwin's penalty submissions were fair. Mrs Hurdle said in her opinion an 8 day penalty was too harsh for the circumstances.
Mr Goodwin said that Mr Hurdle rides throughout the North Island and Mr Hurdle advised the committee that he had commitments to ride three horses at Otaki on Thursday November 11th.
Reasons for Penalty:
The committee carefully considered all of the submissions when coming to a decision on penalty.
Mr Hurdle is a young and inexperienced rider who is obviously learning and it is ineveitable that he will make some mistakes along the way. We have given him credit for his admission of the breach.
It was unfortunate for Mr Hurdle that his movement inwards, while not large, had such serious consequences.The committee agreed with Mrs Hurdle that he did straighten his mount up after that initial movement however the damage had already been done.
In the opinion of the committee a suspension is the appropriate penalty. Three horses were severely checked, the interference was sustained in that the buffeting went on for some time and it occured at a critical stage of the race. All three of the horses affected were making strong runs to the line but finished well back in the field after the interference. There was no protest lodged only because of how far back they finished.
Another aggravating feature for Mr Hurdle was his very recent suspension for careless riding after such a short time riding.
