Southland RC 17 July 2020 – R 1 – Chair, Mr P Knowles
ID: JCA11601
Code:
Thoroughbred
Meet Title:
Southland RC - 17 July 2020
Meet Chair:
PKnowles
Race Date:
2020/07/17
Race Number:
R1
Decision:
Miss Wynne admitted the breach and it is found proved.
Penalty:
Miss Wynne is suspended from the completion of racing at Timaru on the 19th July up to and including the 25th July (3 National days).
Facts:
Following the running of Race 1 Stewards charged Miss S Wynne (CHITONA) with a breach of r 638 (1) (d) alleging she rode carelessly causing interference to CHOUX IN (B Murray) with approximately 150 metres to run, which in turn hampered SUTHERLAND which in turn clipped a heel and blundered. Miss Wynne admitted the breach and appeared at the hearing.
Miss Haley, with the use of the video replays, stated CHITONA was chasing the leaders passing the 200 metres mark. Miss Wynne shifted her mount inwards to gain clear racing room and struck the horse twice with her whip. On each strike CHITONA shifted inwards resulting in contact with CHOUX IN and forcing its rider to take a hold and check with resulting interference to SUTHERLAND. Miss Wynne stated that she was riding CHITONA for the first time and did not realise how green it was. She said the horse ran in after the first strike with the whip, but she did not expect the horse to react the way it did with the second strike.
Submissions for Penalty:
Mr Davidson said this was Miss Wynne’s first charge since the resumption of racing. The Stewards viewed the interference as mid-range and accepted that CHITONA was racing greenly. He was seeking a suspension of two to three days.
Miss Wynne said she had declared rides at Timaru on the 19th July and was not asking for a deferment of penalty. She had admitted the breach at the outset.
Reasons for Penalty:
Miss Wynne has a clear record and admitted the breach. The interference was mid-range and the stewards sought a penalty of 2-3 days. Given that racing has re-started after an enforced lay-off period and riding opportunities have been restricted a suspension in the mid-range is appropriate.
