Mr McIntyre said STANDOUT was trailing the leaders from the 400 metres mark. Mr Morrison was observed to use his whip on 13 occasions. Mr Morrison accepted the evidence of the Stewards.

Mr Munro said Mr Morrison was a very busy Junior Driver. He had had 286 drives to date this season. However, he breached the same Rule in November 2019 and was fined $200. He sought a suspension of three days.
Mr Morrison said he had confirmed drives at Wyndham and Timaru.
Reasons for Penalty:
Despite a previous charge Mr Morrison has a very good record and admitted the breach. A second breach inside six months requires a suspension at the low end of the scale.
