Facts:
Following the running of Race 1, the BISHOPDALE/BUSH INN TABS & TAVERN HAREWOOD MOBILE PACE an information was filed by Stipendiary Steward Mr S Renault alleging Mr A Edge (Scanreco Bay) breached Rule 869 (4) (6) (b) & (c) in that ..Mr A Edge (Scanreco Bay) shifted outwards at the 2100m mark forcing Stylish Babe and Music to race wider on the track.
Mr Edge admitted the charge but did not attend the hearing.
Rule 869 (4) (6) (b) & (c) reads:
(4) No horseman shall during any race do anything which interferes or is likely to interfere with his own horse and/or any other horse or its progress.
(6) Subject to sub-rule 4 hereof:-
(b) a horse making a forward movement during any race shall not be forced to race wider on the track;
(c) a horse during a race shall not move ground outwards once the nose of the wider runner coming forward is in line with or past its sulky wheel and until the wider runner going forward is fully past.
Mr Quirk, with the aid of the videos, outlined the relevant positions of the horses as they approached the 2100m mark. Mr Edge (Scanreco Bay) was trailing the leader on the running line, with Stylish Babe (J McDermott) improving on his outer. Music (B Negus) was in a three wide position outside Stylish Babe.
Mr Renault stated that Mr Edge was trailing the leader. Approaching the 2100m mark started to half cart and then shifted outwards to the one out position with cover. When he shifted outwards Stylish Babe was improving outside his wheel with Music improving wider out. As a result Stylish Babe was forced three wide and Music four wide.
He said Mr Edge, when spoken to by the Stewards and shown the film, admitted the charge.

Mr Renault said Mr Edge had a clear record this season. He had had 23 drives and had been reasonable successful in those drives. The Penalty Guide recommended a starting point of a $250 fine or five drives suspension. He was seeking a minimum fine of $200.
Mr Edge had made no indication to the Stewards on a penalty submission.
Reasons for Penalty:
Mr Edge is given credit for his early admission of the charge and his excellent record. The incident is mid to lower range and a fine at the lower end is appropriate.
