Decision:

As Mr Hannam admitted a breach of the rule the charge was found to be proven.

 

Penalty:

Mr Hannam is suspended from riding from the close of racing on Saturday 14th May up to and including Friday 20th May, being four days.

Charge:

Following the running of Race 5 an information was filed by Stipendiary Steward N Goodwin under rule 638 (1) (d). The information stated that R Hannam the rider of Lucky We Leica allowed his mount to shift outwards over the final stages when not clear of Share the Blame which was checked.

Rule 638 (1) (d) states “A rider shall not ride a horse in a manner which the Judicial Committee considers to be… careless”
Mr Hannam confirmed he understood the rule and admitted the charge.
 

Facts:

Mr Goodwin used the films previously viewed in the protest in regard to this alleged incident in race 5. The head and side and rear films clearly show Mr Hannam moving out and marginally taking the line of Mr Walker over the concluding stages of the race. Mr Walker was then forced to take hold of his mount losing ground over approximately the last 40 metres of the race.

Mr Hannam admitted he did move out and created an inconvenience for Mr Walker.
 

Submissions for Penalty:

Mr Goodwin informed the committee that while the interference was in the low to mid range Mr Hannam has two previous charges 24/09/10 and 02/01/11 and the Stewards submitted a penalty in the range of four days.

Mr Hannam asked the committee to take into account his very good riding record considering the number of rides he has had in the period referred to. If a penalty of suspension was to be imposed he asked that it commence after the close of racing on Saturday 14th May.
 

Reasons for Penalty:

In reaching a decision the committe have taken into account Mr Hannam did admit the breach and has a very good riding record. The interference was submitted to be in the low to mid range with one horse being affected. A starting point of five days being mid range, the committee on this occasion find for the above reasons a term of suspension will be imposed.
